Urban mobility: Municipalities will even have 2019 to make plans

Brazilian municipalities that do not yet have urban mobility plans will have until April 2019 to elaborate. The new deadline stipulated for the preparation of municipal plans is provided for in the Provisional Measure 818/2018. If municipalities do not comply with such legal obligation, will be prevented from contracting federal resources.

The purpose of the measure is to provide a deadline for municipalities that wish to apply for the preparation of plans through the Advance Cities – Urban Mobility program, which provides resources for financing plans in municipalities with more than 100 thousand inhabitants, because, until then, there was no specific program for this purpose..

The new proposal must serve municipalities above 100 thousand inhabitants across the country, improving the circulation of people in cities and the health conditions and quality of life of the urban population.

The registration of proposals is done through the Ministry of Cities website, www.cidades.gov.br. The selection process is continuous, that is, there is no deadline for submission of proposals. Approximately 60 municipalities have already requested resources for the preparation of mobility plans.

National Urban Mobility Plan

Since the promulgation of the National Urban Mobility Policy (Lei nº 12.587/2012) there is a requirement to prepare urban mobility plans for all municipalities with a population above 20 thousand inhabitants, as well as the others required to the master plan. In this sense, the Ministry of Cities included in the Advance Cities – Urban Mobility program the possibility of financing urban mobility plans, for municipalities above 100 thousand inhabitants. It should be noted that cities, of this population group, who request funds for works and mobility projects, and have no plans to do so, will be required to include in the financing proposal the resources to prepare the plan.

The National Secretariat for Urban Mobility (SEMOB) of the Ministry of Cities created the Support Program for the Elaboration of Urban Mobility Plans that supports the municipalities in the elaboration of the planning instrument. The program guides the development of the simplified methodology to enable its wide application in Brazilian municipalities, with the identification of possible improvements and improvement opportunities.
