Biomethane advances in Brazil and enters a new phase of certification and traceability

Biomethane has been gaining space in the Brazilian energy transition agenda and, in 2026, now has new regulatory instruments to structure its expansion. In addition to the growth in supply, the market begins to advance in a fundamental stage for its consolidation: the creation of mechanisms capable of proving the origin, the traceability and environmental attributes of the fuel.

Produced from the purification of biogas obtained by the decomposition of organic matter, biomethane can be used in different applications, including transport, industry and power generation. Its production also makes it possible to use agricultural waste, urban and industrial, bringing fuel closer to concepts related to the circular economy.

Data presented by the Energy Research Company (EPE) show the dimension of this advance. According to the institution, the energy supply of biogas and biomethane in Brazil increased almost 40 times between 2010 e 2025, driven by public policies, regulatory advances and investments in the sector. EPE also highlights the potential of biomethane to contribute to the reduction of greenhouse gas emissions and the recovery of waste.

A new regulatory environment

Market expansion occurs in parallel with the implementation of Law no. 14.993/2024, known as the Future Fuel Law. The legislation created the National Decarbonization Program for Natural Gas Producers and Importers and Biomethane Incentives, establishing instruments to encourage the use of renewable fuel.

In February of 2026, the National Petroleum Agency, Natural Gas and Biofuels (ANP) approved two resolutions related to the program. Among the regulated topics are the procedures and requirements for issuing the Biomethane Certificate of Origin Guarantee (CGOB) and the individualization of annual targets applicable to producers and importers of natural gas.

The creation of this framework represents an important change for the sector. As biomethane begins to occupy a larger space in the energy matrix, it is necessary to establish mechanisms that allow identifying its origin and proving the characteristics associated with its production.

CGOB: certification and traceability

One of the main instruments of this new scenario is the Biomethane Certificate of Origin Guarantee (CGOB). The certificate is associated with the traceability of biomethane produced and sold and seeks to certify attributes related to its origin and the production process..

On September 1st, the ANP published two new Technical Reports that detail how this process should work in practice. Technical Report nº 04/CGOB establishes procedures for the certification of producers and importers, including audit at the production unit, certification monitoring and renewal. Technical Report No. 05/CGOB presents the procedures and documentation necessary for certification processes.

With the publication of documents, Origin Certification Agents already accredited by the ANP are now able to begin certification processes for producers and importers interested in joining the program and issuing CGOBs. The ANP itself maintains a list of the requirements and forms necessary for these procedures.

In practice, This means that traceability is no longer just a concept associated with sustainability and becomes part of a specific regulatory structure. Origin information, production, documentation and verification processes become important elements for issuing and maintaining certification.

Quality also gains space

Certification of origin is not the only recent movement by the ANP. In August, the agency approved ANP Resolution no. 1.006/2026, which consolidated and improved the rules for specifying and controlling the quality of biomethane.

The new regulation replaced previous standards and updated test methods and control procedures. Among the changes are the standardization of the frequency of total sulfur monitoring and the improvement of rules related to risk analysis and the management of technical barriers.

The update demonstrates that market development involves different dimensions. At the same time that certification mechanisms seek to guarantee information about the origin and attributes of the fuel, quality rules establish technical parameters for its commercialization and use.

The role of environmental data

This process increases the importance of the quality of information used by companies. So that environmental attributes are certified and tracked, it is necessary that the data associated with production is organized, documented and verifiable.

This need becomes relevant especially when biomethane is presented as an alternative for reducing emissions. Assessing environmental benefits depends on reliable information about raw materials, production processes, production volumes and characteristics.

Another point that deserves attention is the relationship between different environmental instruments. In June, the ANP concluded a study on the possibility of using the CGOB together or interchangeably with other environmental attribute certificates. The agency concluded that this equivalence should not be automatic, considering differences between methodologies, units, registration systems, audit and governance.

The discussion reinforces that the expansion of environmental markets depends not only on the creation of certificates, but also the definition of clear criteria for its integrity, traceability and recognition.

A market in the structuring phase

The regulatory advance comes at a time of expansion in the sector. EPE identifies the growth of biogas and biomethane among the main recent movements in Brazilian biofuels and highlights opportunities related to the circular economy, the use of waste and certification instruments.

In this context, The consolidation of the biomethane market is subject to a combination of factors: increase in supply, investments, regulation, quality control and ability to prove environmental attributes.

For producers, importers and other companies involved in the chain, This scenario tends to increase the importance of internal processes aimed at organizing data, traceability, compliance and documentation.

Biomethane, therefore, enters a new stage in Brazil. The challenge is not only in expanding its production and use, but also in building reliable mechanisms to demonstrate its origin, quality and environmental contribution. With CGOB regulation advancing and certification processes beginning to be operationalized, the ability to generate and prove consistent information begins to play an increasingly important role in the consolidation of this market.
